Dr. Sheila Quirk-Baily is the President and CEO of SQB Workforce Ecosystems, a consulting practice dedicated to workforce and regional economic development. She is also President Emerita at Illinois Central College. Her presidency was focused on student success and aligning programing with workforce gaps to drive regional economic vitality. Under Quirk-Bailey's leadership, ICC launched the Workforce and Diversity Division and was awarded the nation's top Diversity Impact award. Programing efforts such as WEI and the IT Workforce Accelerator certified thousands of individuals and lifted them out of poverty in Greater Peoria. Additionally, over $100 million is outside funds were invested to support workforce and economic vitality goals with implementation partners including ED agencies, CBOs, Labor Unions, WIOA, and multiple educational partners.

Dr. Quirk- Bailey serves on several regional and statewide economic development, business leadership and innovation boards, as well as has been appointed by the governor to serve on multiple statewide workforce and equity commissions.
